Minutes Of Special Meeting to Discuss Parking at Ilam School

Current Parking Restrictions and Concerns of School, Parents & residents

     The current parking restrictions have a single yellow line in front of Orchard view and up past the school. The meeting was generally agreed that more restrictions were needed to minimise the traffic congestion with parents dropping off and picking up children and with visitors to the area parking at other times.

 

 

 

 

Proposed New Restrictions

     It had been originally proposed to install double yellow lines as shown opposite. The brown lines on the plan are double yellows. The blue line is the zigzags past the school.

 

 

 

 

 

     However, it was quickly realised that this left nowhere for parents to drop off and pick up their children.  So the Parish Council asked for a single yellow line past the school as shown opposite with, if possible, a waiting restriction of ten minutes or so.

     The meeting discussed this and the following comments were made:

1.     School governors asked for the single yellow line to be extended further up the hill towards Park Cottage.  Otherwise there would be insufficient parking for parents and they might then ignore the restrictions in front of Orchard View.

2.     The owner of 2 Orchard View did not want double yellow lines outside her house as the road is wide enough there and her visitors wish to park there.

3.     However, other residents of Orchard View want double yellow lines in front of their houses.

4.     Better signage about the parking restrictions will be needed.

Action Plan

     Gill Heath will ask County Highways if it is possible to designate the single yellow line area as school parking only and/or as limited waiting time. She will also arrange for a site visit by Lisa Hall, Community Traffic Management Officer, to discuss the precise location and conditions of the proposed restrictions. The Parish Clerk, Paul Watson, will coordinate with the school and governors regarding the visit.

     The school will send out a list of dates to inform Ilam residents when special events are on in school to allow forewarning.

Other Business

     Gill Heath will incorporate a 30 mph limit for Ilam in her future plans.

     The school governors will see if they can provide someone to marshal parents parking for a couple of weeks once the restrictions are in place.

     Gill Heath advised that the proposed event for 600 people in Dovedale on July 4th may well be prohibited by the authorities.
